Tropical Depression Fifteen has formed off the coast of Africa.
It has 35 mph winds and is moving northwest near 10 mph.
The National Hurricane Center says the depression is expected to become a tropical storm by early Tuesday morning, but by Wednesday morning rapid weakening is forecast when the system will be moving away from the Cabo Verde Islands.
