(WPLG, CNN NEWSOURCE) A toddler and a baby are now in the care of the Florida Department of Family and Children.

They were found hungry and dirty in the backseat of a blue Hyundai.

A couple in the front was passed out at NW 7th Avenue and 77th Street.

Miami police say the Hyundai was blocking traffic in a busy travel lane as the driver and adult passenger were fast asleep.

A 2-year-old and 2-month-old were in the back.

Paramedics woke up the adults.

"Well, they were just passed out on Seventh Avenue in a moving lane of traffic. As you can see behind me, hundred s of cars go through this avenue on a daily basis, and they were just passed out as if they were at home sleeping,” said Miami Police Department Lt.  Freddie Cruz.

Police say the initial call came in as a possible drug overdose but it's unclear if that's exactly what happened.

Paramedics did not administer any drug antidotes and no other medical treatment was given.

The car was towed away and the adults were taken into custody.

"It's a very sad case. And it’s something that we've been seeing a little frequently throughout the United States and we just want to make sure we don't see cases like this in South Florida," Lt. Cruz said.

The couple was arrested and both are facing charges of child neglect without great bodily harm.

The woman is also facing charges of illegally operating a vehicle.
