(NBC) - The devastation Hurricane Michael left in Florida's Panhandle did not stop children from celebrating Halloween.

A mother captured powerful images of her 4-year-old daughter trick-or-treating in Panama City.

Heather D'Agostino Piddington is an elementary school teacher and her husband is stationed at nearby Tyndall Air Force Base.

She along with her neighbors wanted to make Halloween happen for her daughter, Alivia, and other children in their Panama City neighborhood.

It was an effort to try and return to some normalcy at the base ever since it was severely damaged by Michael weeks ago.

This just goes to show that people can find some light among the most devastating tragedies.
