(CNN) - A pregnant woman began going into labor inside her Houston apartment complex as Hurricane Harvey hit the city.

Her family had trouble getting through to 911, so neighbors volunteered to help deliver the baby.

She was still in labor more than an hour later when crews from the Houston Fire Department arrived.

Video shows multiple people forming a human chain.

The neighbors guided the woman through waist-deep waters to an empty dump truck being used as an emergency vehicle.

According to People magazine, the woman gave birth to a healthy baby girl on Monday.
