Tuesday's speech at 11 a.m. coincides with the beginning of the 60-day legislative session.

The stakes may be higher this year for Scott since he is trying to sway a divided and recalcitrant Florida Legislature to pass his $1 billion tax cut package. Scott on Monday went before a legislative committee to try to win over skeptical lawmakers.

Scott has begun running TV ads touting his proposals. He continues to argue that the tax cuts are needed to keep Florida's economy on track. Florida's unemployment rate has steadily dropped since Scott was first elected in 2010.
