Tropical Depression Bill is still moving northeast, dumping lots of rain in several states.
16 million people are under a flood threat today and Friday as the former tropical storm makes its way through Oklahoma and into the Missouri Valley. More northern states, including Indiana and Ohio, will likely see the effects Friday.
Bill moves into the Carolinas after that.
Anywhere from three to eight inches of rain is expected in most places in the storm's path.
