Students are getting their hands dirty in a garden that's teaching them lessons you can't find in any textbook.

Thanks to funding from the Education Foundation of Palm Beach County, the school's "Agriscience Adventure" program is giving kids real-world experience in farming. Students are growing everything from cabbage and radishes to bell peppers and tomatoes.

WATCH:
Digging into learning: Belle Glade students get experience in classroom garden
But it's not as easy as it looks. These young farmers are learning to deal with bugs, unpredictable weather, and even Florida's surprise freeze earlier this year.

"We are training these kids to understand the job market and skills they can carry with them one day," said James Gavrilos, president of the Education Foundation.

Gavrilos points out that 60% of Belle Glade residents work in agriculture.

For seventh-grader Heidi, the garden means everything.

"This garden changed my life," Heidi said. But, she's invested in the long term "This garden will still be here when I graduate."

Once harvest time comes, students get to enjoy the fruits and vegetables. They taste-test their crops, create salad bars, or take fresh produce home to share with their families.

The program is part of the school's 4H club, and Lutz has big expansion plans, including teaching students how to cook with the food they've grown.
This story was reported on-air by a journalist and has been converted to this platform with the assistance of AI. "We're gonna learn a lot more information once we get into the lawsuit and discovery gets underway. We'll learn a lot more about the various factors in the case, especially with regard to the guardrail and the detour itself."

According to the lawsuit, FDOT had requested to use Hatton Highway as a detour in August 2022 for a repaving project on State Road 700. It alleges FDOT, Palm Beach County and an engineering firm in Jacksonville called RS&H failed to properly review the route before selecting it as a detour, because officials would have seen multiple safety defects.

"These engineering firms in the state and the county have a duty to the public to make sure our roadways are safe and travel-worthy," Pajcic said. "And this roadway was not. This roadway had a defective guardrail, didn't have the proper warning signs and it didn't [have] the striping on the roadway. So this is about public safety."

The lawsuit further alleges that a critical sign warning drivers of a 90-degree turn had been missing from the area for more than a year, and that it was later discovered under vegetation behind the crash site.

"Unlike SR-700, Hatton Highway is a poorly maintained rural roadway with sharp compound curves, missing warning signs, narrow shoulders, missing roadway striping, visual obstructions, canals adjacent to the roadway, and a documented history of crashes," the lawsuit said.

A National Transportation Safety Board report from September 2024 confirmed that the SUV, owned by Payless Car Rental, was driving westbound on Hatton Highway when the driver approached a 90-degree left curve and departed the roadway. The car impacted a metal beam guardrail and entered the canal, coming to a rest on its roof and becoming partially submerged.

The crash report stated no one in the vehicle was wearing a seatbelt.

According to the lawsuit, there had been 26 crashes on Hatton Highway within a mile of this incident while 19 crashes happened at this exact curve. WPTV spoke with residents who live in the area after the crash, who said the highway is known to be unsafe.

Both U.S. Sugar and New Hope Sugar, a subsidiary of Florida Crystals, are named as defendants in the lawsuit.

New Hope is accused of slightly obstructing the road because of the height of their crops on land near the crash site. U.S. Sugar is accused of owning a nearby road, which attorneys believe contributed to the crash becoming deadly because guardrails didn't encircle the curve. Neither company, nor FDOT, responded to WPTV's request about the allegations by publication.

Palm Beach County says it cannot comment on pending litigation and will not comment until the National Transportation Safety Board finishes its investigation into the crash. Another defendant, Florida Roadway Guardrail & Signs Inc., said it only worked on the road after the crash, after we informed the company it was accused of improperly installing guardrails.

Pajcic said he expects to remove and add defendants as the case moves through the legal process, but he had to file the suit before a state statute deadline of two years after the incident.

The plaintiffs are seeking a jury trial.

MORE WPTV COVERAGE:

We have a building being inspected across the street with five apartments, so I believe that we will be housing five of them today and Im choosing the ones with children first.

Green was helping residents, telling WTPV the need is beyond urgent.

Were putting the call out for help, we have no place to put them," he said.

Neighbors have been showing up with food and water, offering to pay for hotel rooms and even Airbnbs to help displaced families.

They need help right now. If anybody can help, please come forward. Its very heartbreaking, said Angela Anderson, who lives in Pahokee.

If you have available housing or space for families, youre asked to contact the city of Pahokee immediately.

Palm Beach County says its Community Services Department has already reached out to the residents affected.

If you are a resident in need of assistance or you know someone who is you can call the countys main hotline at (833) 273-9455 or email Michelle Newbold at mhowellp@pbc.gov.

Ward says even small gestures matter: "Any help that you can, even if it's just prayers, we're just looking for the safety of our families right now."

The shutdown will allow crews to shift traffic on the eastbound and westbound bridges as part of an ongoing Florida Department of Transportation project to rehabilitate the bridge.

The 17th Street Bridge is one of only two bridges in Vero Beach connecting the island to the mainland. The other option is the Merrill P. "Were all going to have to go down to the other bridge to get anywhere and so I imagine that theres going to be a huge backup and bottleneck."

Simpson noted residents have adapted to the ongoing work that started on August 28th, 2023.

"Weve gotten used to it now with one lane each way. Theyve been able to make it work," Simpson said.

However, a full week-long closure presents new challenges for drivers.

"Theres been closures before for a couple days here and there and its always been a nightmare," Bob Reeves said. "I mean right now with the winter traffic, A1A gets backed up anyways, even without the closure."

The FDOT project is an effort to enhance safety and long-term resiliency. Reeves said the improvements were needed despite the inconvenience.

"We used to walk the bridge all the time when it was closed originally, you could see cracks going up the bridge," Reeves said. She said there are exposed wires, opened electrical boxes and people using extension cords to share electricity.

"There's like a lot of trash, a lot of stuff left in the apartment dirt, roaches, it's real bad, it's real bad," Darien Sparkman, who was helping clean up, said.

A resident named Keith Arnold is disabled but let Lopez into his apartment to see the conditions for himself.

"It's hard to find a place in Pahokee man, really anywhere right now these days," Arnold said.

He hasn't had power for about a year and a half and the only light he has is from a lamp that's plugged into an extension cord getting power from elsewhere.

"There was a lady, she tried to find a place, she couldn't find a place, it was too high, like over $1,700, I can't afford that," Arnold said.

According to the city, about 40 people, making up roughly 20 families, live in the building and will have 10 days to find a new place to live before the property is fenced off.

"We are assisting these residents in finding somewhere to have shelter if they are ready to leave immediately," Bussey said.

City staff, the fire marshal, and the Palm Beach County Sheriff's Office are at the property going to each apartment to explain the situation and collect household information, Bussey told WPTV. Mason then arrived a short time later in an SUV and got into the passenger's side of Ooley's truck.

Shortly thereafter, investigators said surveillance video showed the suspect, Jesse Scott Ellis, 64, arrive at the scene and approach the Ranger.

"The library was a location (where the victims) apparently met before, and they met again there yesterday morning, and Mr. Ellis apparently was aware of that," Currey said.

Using a long gun described as being similar to an AR-15, police said Ellis fired "multiple" shots into the Ford Ranger to kill Ooley and Mason. Currey said the weapon was recovered at the scene of the crime.

WATCH BELOW: Police share new details after 2 county employees shot dead
Double homicide that claimed 2 Indian River County employees was 'crime of passion'
After the shooting occurred, Currey said Ellis drove to nearby South Beach Park, went into the ocean fully clothed and swam about 900 yards offshore.

At about 8 a.m. Tuesday, police said first responders received a call, saying a man was spotted going into the ocean.

WPTV's Zitlali Solache spoke with one witness, Carol Hughes who is certain she saw Ellis. She says she unintentionally took a photo of him and sent it to investigators.

I was taking a walk on the beach, at Riomar Beach, for the sunrise, and noticed there was somebody swimming in the ocean pretty far out," said Hughes. "It wasn't until this morning when I was reading Facebook that it said he had gone swimming, and I'm thinking, 'oh my gosh. That's what I saw.'
Suspect 'still at large' after 2 Indian River County employees shot dead in 'crime of passion'
Currey said fire department crews responded to the Riomar Country Club area, used a boat and went into the water to get Ellis, not knowing who he was. Rescuers spoke to him, but did not bring him back to shore.

"(Rescue crews) determined that (Ellis) was in a safe scenario," Currey said. "He gave them a name, but it wasn't (his real) name."

Currey said Ellis and Mason were married for 13 years, and called the killings a "crime of passion."

"(The two victims) were apparently seeing each other for a period of time, and one husband (was) upset about it," Currey said. "Miss Mason and Mr. Ellis were in the midst of potentially separating or divorcing, from what we've learned, and maybe over the last several weeks to a month or so, their home was getting ready to be sold, so they were conversing amongst themselves about separating and selling the home."

Currey said Ooley was also a married man, calling his relationship with Mason "essentially an affair."

"This was a targeted marital issue that went terribly, terribly wrong," Currey said.

Police located Ellis' unoccupied vehicle, a 2022 Ford F-150, at South Beach Park on Tuesday.

"We are literally searching his vehicle right now," Currey said. "I can't share anything that was discovered yet."

When Currey was asked where he thinks Ellis is located, the police chief responded, "That's a good question."

Police said all of this is still a "very, very active investigation."

"This is a little unique, but we're sifting through a lot of evidence right now," Currey said. "Could (Ellis) have drowned? Potentially, yes. Could he have come back out of the water? Potentially, yes."

Currey said law enforcement agencies continued to scour the waters on Wednesday using boats and drones in their search for Ellis.

"Search warrants have been executed at a residence connected to the suspect," Currey said. "Investigators recovered multiple firearms and digital evidence, including cellphones, which are currently undergoing forensic analysis.

Ooley worked for the county for nearly 25 years, while Mason had worked with the county since 2014.

"Danny rose from the ranks as a maintenance worker to assistant public works director, worked almost 25 years within the county, and then you have Stacy, who spent 14 years as a traffic analyst, well-liked, brought smiles to people's faces, very positive," Indian River County Administrator John Titkanich said.

Currently, parking at the airport is free.

WATCH BELOW: Vero Beach airport is introducing paid parking
Why Vero Beach airport parking will no longer be free
Vero Beach Vice Mayor Taylor Dingle said the expansion of commercial airline service made the change necessary.

"We wouldn't be here if we didn't have JetBlue and American Airlines. We would probably only stick to lot C, so we have to make accommodations here," Dingle said.

The company leasing the property would need to invest about $5 million to improve the lots. Airport staff stressed that leasing the entire parking area was the most cost-effective and efficient option.

"The airport is looking for the best option to put the most amount of parking in as quickly as possible," Brandon Dambeck, operations manager for Vero Beach Airport, said.

The project would increase parking capacity by creating 500 paid parking spots, 100 employee spaces and about 30 spaces in a cellphone waiting lot. At 70% occupancy for $10 a day, airport officials said parking would generate about $422,000 a year.

The decision is bringing mixed reactions from residents. Sebastian resident James Parla, who said he previously had to drive to Orlando to catch flights to New York, expressed some skepticism.

"I don't think it's a great idea. I don't know how people are going to take to it," Parla said.

But Parla acknowledged a potential upside.

"If they can use that money to improve the airport, not for profit, that might not be a bad thing," Parla said.

Vero Beach resident Robin Yencho, who said he is preparing to take his first flight out of the airport, said he sees the pricing as fair.

"Ten dollars is very reasonable in comparison to any other airports that you go to for parking," Yencho said.

Yencho also said he supports the revenue model.

"I don't think it's a bad idea to have an extra source of income for the airport," Yencho said.

The next step is for the airport to begin lease negotiations with the company.
Portions of this story were assisted by artificial intelligence tools and reviewed by a WPTV journalists to ensure accuracy, clarity, and adherence to editorial standards.

"He was prescribing some of the medication to his wife, who did not know that the medication was prescribed to her, and then he was taking that medication and perpetrating the crime."

Before the shooting, Steffens had just arrived in Fort Pierce on Monday night and went to dinner at a local restaurant with a woman in Indian River County.

After Steffens and the woman left the restaurant on Monday, they went to a nearby Publix, but Budensiek said there were too many people around to take the suspect into custody.

After leaving the grocery store, Budensiek said the couple traveled west and were stopped by a passing train on 12th Street, so law enforcement made their move on Steffens.

Indian River County Sheriff Eric Flowers said the woman he was traveling with complied with their demands, but warned that Steffens was dangerous.

WATCH BELOW: Doctor, 72, identified in law enforcement shooting in Indian River County
Former Colorado doctor involved in law enforcement shooting in Indian River County
"She got out of the vehicle. They pulled her back. She told them he has a gun. He's not going to go without a fight. They were giving him commands. They were telling him get out of the car ... but he refused to comply," Flowers said.

According to Flowers, the tactical team was getting ready to fire pepperball guns at Steffens when he opened fire on deputies and the U.S. marshal, prompting law enforcement to return fire.

"This guy made the decision that he wanted to shoot at deputies, and we shot back at him," Flowers said.

A U.S. marshal was struck in the leg, taken to the hospital and has been released from the hospital. Budensiek said it is also possible the marshal was struck by gunfire in his life vest, "which could have potentially saved his life."

Steffens was struck four times by bullets and taken to Lawnwood Medical Center in stable condition, according to the Martin County Sheriff's Office. One Indian River County deputy was also hurt during the incident, but Flowers said he wasn't sure if it was from shrapnel or something else.

"When we finally did take him into custody, he was still defiant. He was still raising his middle finger at our deputies. He was still actively working against us, even though he had been shot four times," Flowers said.

Steffens was suspended in 2025 from a Veterans Affairs hospital for inappropriate behavior and is a suspect in other date rape cases.

Per the state of Colorado, Steffens still has an active medical license. As of Sept. 22, 2025, his license is restricted, and he has agreed not to practice medicine.

He was wanted on two counts of sexual assault, second-degree assault - strangulation and third-degree assault at the time of Monday night's shooting. Flowers said Steffens will also face attempted murder charges and potentially federal charges.

While Steffens was being investigated in Colorado, multiple "high-powered" weapons were recovered from his home.

"The team that was investigating this had constant intel that this suspect had made statements that he was going to go out in a blaze, that he was going to kill multiple law enforcement; I believe the number was three, that he intended to kill law enforcement, that he wasn't going to be taken alive," Flowers said.

Flowers said there is body camera video of the shooting, but since it is a U.S. Marshals case, the sheriff's office could not release it yet.

According to Budensiek, five law enforcement officers fired their weapons during the incident, but it was unclear how many rounds were discharged, only saying "it was a lot."

Scene of the shooting:

You have to be prepared for it.

Cotugno said this special meeting on Monday was to educate the community.

To understand what a reduction or elimination of the property taxes will have on them, said Cotugno.

City leaders said Vero Beach city property taxes make up nearly $14 million or around 39 percent of the citys general fund, which is nearly the same amount as the police departments budget.

When somebody says they want their taxes lowered, the obvious answer is yes, but at what cost, said Vero Beach City Manager Monte Falls.

The cost, Falls said, could be potential cuts to city services.

We would have to trim back all the departments and all the functions that we do, said Falls. The way the law is written now, is you cant touch Public Safety. So, the police department wed maintain that budget, and the cuts would have to come out of the rest.

Cuts to the rest, like Public Works, Parks and Recreation and more.

One of the first things to go, Cotugno said, could be lifeguards.

If you're looking to eliminate expenditures right away, thats an item that pops right up, said Cotugno. You have a million dollar expenditure.

Instead of a tax cut, city leaders said it could be a tax shift.

Cotugno said that means some free services might come with a price in order to make up for the lost revenue.

Free parking we have in the city, the noncharging for boat ramps, we dont charge anyone for using our beaches, those things are going to have to be addressed, said Cotugno. They have to be looked at as other sources of revenue.

Falls said he thinks city leaders got their message across.

I think this was a good first step, said Falls.

A first step, Cotugno said, he wants to keep taking to inform neighbors.

We will keep up the frequency and hopefully we will get the reach, said Cotugno.

Carol Ann called out as the family reunited. "How's it going? It's so good to see you!"

"Now we can come here!" her son-in-law, Jimmy Walsh, replied.

"This is good," Carol Ann said of the new service to and from Charlotte. "It's so much easier this way."

Andy Metcalf, another passenger traveling on the American Airlines flight returning to Charlotte, said the convenience factor was significant.

"It's great to be in your hometown and drive five minutes to the airport," Metcalf said.

Holly Mantle noted the connectivity benefits.

"If we can get to Charlotte, we can get anywhere," Mantle said. "Absolutely. So much easier this way."

As families reunited and passengers deplaned, city leaders celebrated the carrier's first arrival with a ribbon-cutting ceremony.

The milestone came four months after signing an agreement that WPTV obtained, which showed that American is required to pay more than $15,000 a month roughly $180,000 a year for TSA, firefighters and other airport costs.

"I think it's offering a great amount of opportunity for the citizens of Vero Beach," Mayor John Cotugno said.

But WPTV found the contract is month-to-month, meaning American can leave with just 30 days' notice.

"Oh! Cotugno said the same goes for area road improvements, which are covered by public-private partnerships.

"It's not going to impact the taxpayer at all," Cotugno said.

An American Airlines spokesperson told WPTV the 30-day termination clause is not unique to American, but is also included in agreements with other airlines operating at Vero Beach Regional Airport.

Despite concerns about the contract terms, passengers who received welcome goody bags remained optimistic about the service's future.

"I have faith! Much like a "birth doula" helps ease the start of life, and end of life doula eases the final years, months and days.

WATCH WPTV'S COVERAGE BELOW:
Let's Hear It: 'End of life doula' helps make death less scary for families
Melissa Ellison is a certified end-of-life doula with Floradoula LLC. She works with people facing a terminal diagnosis, the elderly, and others who just want to have an end-of-life plan and someone they can trust to execute it as they wish.

Ellison tells me the primary goal is to enable people to pass away at home, if that's their wish. Too many people, she says, end up passing in a hospital instead because their family caregivers feel overwhelmed by the dying process.

An end-of-life doula can't administer medical care like hospice, but can spend more time with a patient than hospice can and serve as a hospice liaison. They can be in your life for years, thinking of ways to make your home more livable while battling illness or less mobility.

They can help with paperwork, making sure there's nothing you've missed, and can plan vigils, funerals and eulogies. She also connects families with medical professionals and hospice care.

It's all about helping patients have more quality time with their loved ones to make the end of life less scary and more meaningful.

"It's a window of opportunity for them to do legacy projects. Do they want to write letters to their grandchildren or record videos? Do they want to see old friends? A lot of times, at the end of life, they want to go through a forgiveness activity. Forgiving people for things they can't even remember, and also to forgive themselves," Ellison said.

This is personal for Ellison. She battled cancer, which was when she really faced her own mortality and found she was less fearful when she felt she had an end-of-life plan.

She's also hoping for a great turnout at an upcoming "End of Life Festival" in Vero Beach on Feb. 28 from 10 a.m. to 4 p.m. at the Center for Spiritual Care at 1550 24
th
St., Vero Beach, FL.

There will be games, letter writing, a wind phone and various vendors with conversations about death positivity, green burials and other end-of-life planning tasks.

Melissa Ellison can be contacted at floradoulallc@gmail.com

Two witnesses described the person they saw. They said he was approaching a vehicle on the west end of the parking lot and fired multiple rounds into the occupied car.

The shooter fled on foot south of the laundromat before witnesses lost sight of him. The vehicle that was shot at fled westbound on 16th Street from the scene.

Officers secured the area and conducted a K-9 track for the suspected shooter while issuing a be-on-the-lookout alert for the fleeing vehicle. Police found four spent bullet casings in the parking lot where the incident occurred.

About 20 minutes after the initial response, the Indian River County Sheriff's Office located the vehicle with three occupants in the 4400 block of 35th Avenue. Shortly after, police were notified that a victim had been brought to the Cleveland Clinic in Vero Beach with a non-life-threatening gunshot wound to the lower leg.

Investigators determined the vehicle at the laundromat was occupied by one adult driver and three juvenile passengers. After the shooting, one juvenile victim was dropped off at a family member's residence and then taken to the hospital.

Through interviews, surveillance video and witness identification, investigators identified the suspect. The Indian River County State Attorney's office and a judge approved the arrest warrant.

The 17-year-old was arrested at a residence near the laundromat around 4 a.m Tuesday and was transported to the Department of Juvenile Justice in Fort Pierce.

This is an ongoing investigation. The cases involved former employees and individuals seeking medical care or other services at the clinic.

"We have hundreds of physicians in Indian River County. Rarely do we have anybody come in and make a complaint against a physician," Flowers said during a news conference on Friday. We believe there are likely dozens of victims that are out there who have experienced similar episodes over at his office."

The sheriff's office said many of the previous cases could not be prosecuted due to the statute of limitations or lack of sufficient evidence.
