All Aboard Florida no longer has the support it received in a letter from Indian River County Commissioners last year.
Commissioners say even though they don't support the plan, they aren't against it
All Aboard Florida wants to run 32 trains between Orlando and Miami every day.
The trains would only stop in West Palm Beach and Fort Lauderdale.
Supporters say more people could get to South Florida faster.
But Indian River County commissioners said they showed their support prematurely.
Some critics say there are questions about safety, noise, and cost.
"Not only inconvenience but safety for our own citizens and I think the horse came after the cart and the people should have had a little bit more input,” said Anna Aymonin of Vero Beach.
Florida East Coast Industries is the company behind All Aboard Florida.
It hopes to get trains running in early 2016.
