Franklin Harley, Thomas Merenda: Cops arrested for inappropriate, sexual traffic stop

Officer requested woman punch him in genitals

LAUDERHILL, Fla. - Two Lauderhill Police officers were arrested after authorities say they inappropriately touched and illegally received sexual favors from two women during a traffic stop.

NBC 6 South Florida reports that 33-year-old Officer Franklin Harley and 34-year-old Officer Thomas Merenda have been charged with simple battery and unlawful compensation. 

The incident happened in May of 2012, at 4 a.m. when Harley stopped two women at a Taco Bell in Tamarac. 

A report says the women were intoxicated. 

During the stop, the report says, Harley told the women to follow him in their vehicle to an isolated location. 

Merenda met the officer and two women at that location, and Hartley had a lengthy sexual encounter with one of the passengers.

The reports say Merenda asked the women to punch him in his genitals, and that the action would turn him on. 

The women complied. 

The officers then groped the women.

Investigators say squad car GPS and cell phone records verify the allegations.
