PODGORICA, Montenegro (AP) -- Partial, unofficial results released by independent monitors have shown that Montenegro's ruling coalition has won parliamentary election with 45.8 percent of the vote.

The results Sunday by  the Center for Monitoring after 54.3 percent of the ballots counted show the European Montenegro coalition winning 38 out of 81 seats in the future parliament. The opposition Democratic Front is in second with 23.7 percent, or 20 parliamentary seats.

The group says no major changes in the results are possible by the end of the counting process.

The ruling Democratic Party of Socialists spokesman Caslav Vesovic says that "we will be the winners."
