Opa-locka police say Willie Dumel will be charged in a deadly wrong-way crash that killed four people early Wednesday morning.
Dumel allegedly went north in the southbound lanes of I-95 near Ives Dairy Road around 1 a.m. as he tried to flee a police pursuit.
Dumel hit a mini-van carrying four people head-on killing everyone inside.
"On impact it (the car) broke into flames and several parts were found a few hundred feet north of it, so it was a very serious impact," says David Chiverton, a spokesperson for the Opa-locka police department.
FHP says Dumel was taken to the hospital with two broken legs, and had surgery.
It took nine hours to clear the scene, creating a traffic snarl that stretched into the afternoon.
"Now I'm trying to get back to south Florida and it's a mess. What should take 30 minutes is taking an hour and a half," says driver David Vaughan.
None of the victims' names have been released, although authorities say the victims are related.
Dumel has a minor criminal history including arrests for drug possession and trespassing.
The officer who chased Dumel is now on administrative leave pending the outcome of the investigation.
