Port St. Lucie parents won't face charges in traffic death of son, 3

PORT ST. LUCIE —Port St. Lucie police are not pursuing charges against the parents of a 3-year-old boy who was fatally injured earlier this month after being struck by a vehicle on Port St. Lucie Boulevard, police stated Wednesday.

Quinton T. Hamner Jr. and his 5-year-old half brother, Blatin Powell, on Oct. 12 crawled out of a bedroom window of their home in the 1500 block of Southeast Port St. Lucie Boulevard, according to police.

The home is on the south side of the heavily traveled Port St. Lucie Boulevard at Corsica Road. The children made their way to the median.

"While playing in the median, the children ran into the road subsequently being struck by a passing motorist," a release states. "Investigation concluded there was no evidence supporting child neglect."

Quinton's parents — Quinton T. Hamner, 26, and 25-year-old Kathryn Adell Powell — were watching television in the living room while the children were watching television in their bedroom, Master Sgt. Frank Sabol, police spokesman, said Wednesday.

Sabol said the elder Hamner heard tires screeching and went to see what was happening.

"He heard his oldest son screaming and that's how he found out that they were outside," Sabol said.

Police have said a motorist in a 2008 Chevrolet Malibu traveling east on Port St. Lucie Boulevard struck the children.

Quinton Jr. sustained fatal injuries, while Blatin was less seriously hurt.
