Jumping jacks, genitals featured in Fort Pierce incident, report states

FORT PIERCE, Fla. -- After a woman declined to give an accused panhandler money, the man exposed his genitals and said, "Kiss it."

Another person said the man was beating the hood of his vehicle.

Those were among the 911 calls made to report a shirtless man with a dog panhandling July 8 at Okeechobee Road and Kings Highway in Fort Pierce, according to a recently released arrest affidavit.

A Fort Pierce Police officer arrived and discovered Christian Wilcox, 27 at the time, holding a composition notebook with "Spare a Dollar" written in large print. He also had a money belt with change and $1 bills.

A witness told police he watched a man approach cars and ask for money. He saw the man punch the window of one vehicle when the motorist declined to provide financial aid.

A worker at a nearby truck stop said she'd gotten complaints about an "aggressive panhandler."

She said she saw the man doing jumping jacks in the road, obstructing traffic, the affidavit states.
