The Department of Children and Families has released a detailed breakdown of every involvement it has had with Ju'Tyra Allen and Jermaine McNeil in their short lives.
None of it hints that their lives would end tragically.
The 6 and 10-year-old siblings were found stuffed into luggage, floating in the C-15 canal in Delray Beach on March 2nd.
Their mother, Felicia Flint, also known as Felicia Brown, was then identified as a woman found dead in a West Palm Beach landfill in August of 2010.
According to the reports , DCF had numerous run-ins with Flint since she gave birth to Jermaine at the age of 14.
Reports list both Flint and her son as victims of abuse and neglect, but do not accuse Flint of intentionally hurting her children.
DCF's last involvement with the children was in 2005.
While the department claims it did investigate the suspect in this case, Clem Beauchamp, DCF says his own children had no knowledge Flint and her children had any involvement with him.
DCF also reports that Beauchamp's girlfriend, Michelle Dent, is listed as a "person of interest" in the children's deaths.
Beachamp and Dent's three children are in DCF custody.
