JENSEN BEACH, Fla. — The Martin County Sheriff's Office has charged nine men with exposure of sexual organs and a 10th man with battery for engaging in sex acts in remote parts of public beaches and parks, according to arrest reports.

Between 9:30 p.m. Wednesday and 2:30 a.m. Thursday at Bob Graham Beach, 3225 N.E. Ocean Blvd., undercover detectives saw the men exposing their genitals to each other or to other undercover detectives stationed there, the report states.

One man, Ernest Houle, 85, of the 2600 block of Southwest Chestnut Lane, Port St. Lucie, is charged with battery for grabbing an undercover detective's crotch, the report states.

In addition to Houle's arrest in the sting, the following men were charged with misdemeanor exposure of sexual organs:

Hugh Mulligan, 84, of the 2300 block of Northeast Ocean Boulevard, Stuart

Michael Bowman, 71, of the 13700 block of South Indian River Drive, Jensen Beach

James Skeoch, 76, of the 10700 block of South Ocean Drive, Jensen Beach

As of Thursday, all of the men had been released on bail from the Martin County Jail.

Arrests for illicit sex acts in public places are nothing new for Martin County.

In 2007, elected officials proposed installing cameras in areas to combat illicit sexual activity in public spaces. However, that idea failed when Sheriff Robert Crowder said the $315,000 cost to install surveillance at 13 county beaches was too steep.
