Man charged with early-morning car thefts

SEBASTIAN — A woman called police after she noticed a man entering cars on Manly Avenue Monday, according to a report.

Matthew Neal Neff, 23, of the 100 block of Kildare Drive, Sebastian, was charged with two counts of burglary and theft. He remained in the Indian River County Jail in lieu of $25,000 bail.

An officer caught up with Neff in the 300 block of Manly after the 1:30 a.m. 911 call.

The officer found two global positioning system devices, a portable CD player and lots of loose change on Neff, according to his arrest affidavit.
