BOYNTON BEACH, F -- Scott Kipp made his first appearance Wednesday morning on 23 counts of animal cruelty. 

Officials say the Boynton Beach man was running a dog-breeding operation out of a Lake Worth property. 

The property was also being used to house abandoned cars and boats. 

A total of 23 dogs were removed from the lot, all of them in need of some type of medical care. 

"We did find animals kept in bad conditions, animals kept with medical problems that weren't being properly treated, and animals that were part of his breeding stock, that should not be fit to breed," said Captain David Walesky with the Palm Beach County Animal Care and Control.

PBSO deputies say the dogs were being housed 3 to a pen.

They say some of the dogs were unable to get up and many were lying in their own urine and feces.
