Two and a half weeks after Veronica Rosenfeld turned two--the unthinkable happened while on a walk with her mom in their quiet Boca Raton neighborhood.

"She was just a little ahead of me and in an instant she was underneath the car. It was that fast," said Arden Rosenfeld.

A neighbor backing out of his driveway never saw Veronica.

"I was screaming for him to stop because he was still driving. It's hard she was always happy. There was never a day she wasn't happy," said Rosenfeld.

That was 6 years ago. "It's never easy. Never ever easy." Arden channeled her immense grief into something positive. She joined forces with Kids and Cars -- a child safety group.

"Our overall goal is really for the automakers to think about children when they're designing these vehicles," said Janette Fennell of Kids and Cars.

Some are starting to listen. With the help of Florida Senator Bill Nelson and other lawmakers, a law was passed in 2010 requiring car makers to install backup devices in all new cars by 2014. But until they become as standard as air bags, for example, children continue to be backed over and killed; on average two children per week.

Our ability to see behind our cars has decreased while the size of our vehicles as increased. SUV's and trucks don't just have blind spots they have blind zones.

The neighbor who ran over Arden's daughter not only did not see the 2-year-old walking on the sidewalk in front of his house, he couldn't even see the sidewalk.

Without a warning device, safety experts say backing up is like driving blind. "I've stopped blaming myself for this happening because I had no control," said Rosenfeld.
